"This guy" is a halo pro and the 2nd most famous Halo commentator alive besides the one and only Chris Puckett himself. The video was meant to be more satirical than anything since the whole rage inducing concept of camping originated in competitive halo ce multiplayer.
Long story short: it's a joke for the halo community. Although no one likes a camper in halo, no matter how smart/useful it may seem. Much like the self healing sorc/sage in TOR pvp. Yes that isn't a perfect metaphor but it's regarded in a similar light.
