Yeah cells are like buffs for your gun,you can have cells that do fire damage or cells that could taunt your enemy,but my question is if you run out of cell ammo,dose it reset the buff,or do you have to reapplie it?

Cells operate the same as DK presences or Warrior stances in WOW, from what I have read. They apply a general buff to your character in relation to the type of cell they are (ie. Increased Healing, Chance to apply a DOT, Armor Pen, and increased Armor/threat)

This is correct. It's a toggled core class ability, of which you can only have one up at a time (Hunter Aspects are another good WoW example).
Jedi Knight stances are like this as well, though we only seem to have three, and one is only available through the Sentinel talent tree.
I picked up my first cell around level 4 or 5 on my trooper.
